Indicator help on a 1984 XT600

Busy rebuilding a 1984 model and tonight I connected a battery to test the harness. Everything seems to be working except for the indicators. I get only 3V coming to the flasher relay. I looked at the diagram and the brown that comes into the relay is picked up from the rear lights wire and that (rear light) works just fine. Also doubt it's an earth problem as I measured various other plugs and got 12V just fine from various points. I had the same issue on my previous 3AJ model which I could never solve and sold it without figuring out what the issue was. Any ideas ?
