Prepsol Question

I just bought a 5 litre of Prepsol degreaser made by a company called Allijam Cc. Made somewhere upcountry.

I want to know if I must dilute this stuff first before I apply it? And also if it would damage the paintwork or perspex parts on the bike in any way? 

I know its a degreaser, but will it also help for other dirt like dust etc?
