Regulator/Rectifier woes - charging voltage on XL250S: Need help please

Busy with the electrics on my ‘79 XL250S and thought I got it right, but now confused.

Everything is working apart from the indicators blinking, which I ascribe to a faulty flasher unit.

It’s a 6V system with the headlight powered directly from the stator: AC output.

The AC then gets converted to DC through the rectifier and regulated through the, uhm regulator.  This is how I understand it currently.

The tail light, horn and indicators are powered by the battery, 6V.

Testing the charging circuit to the battery, I get a reading of approximately 3V only.  I then tested the other XL250S and also get a 3V reading, fluctuating somewhat when the revs goes up.

I researched everything I could find and there is similar threads, but no conclusions.  They all stop midway without resolve.

Can it be that it is only charging at 3V?

It’s a new battery reading approximately 6.4V.

Help please.
