Wesbank not financing on a learner's? Can of worms opened.

A buddy of mine is desperately trying to buy himself an F650 twin from a private seller, but Wesbank say they need him to have a full bike driver's license before they'll grant him finance.

I got my finance through Standard Bank on a learner's, admittedly on a dealership sale.

What's the story?  ???
