Wheel balancing issues??

I recently fitted a set of Heidenaus to my GS. Since then I have been experiencing vibration on the front end. At around 140 km/hr it is so bad that it looks as if my screen and instrument cluster want to come off.

I've tried rebalancing and even changed the rotation of the tyre.....no solution.

Does anyone have some advice on how to solve? Could it be a dud tyre?
