Bike Tyres "feels" flat on ride, but are not, advice please

I need someone to guide me in the right direction. My bike feels like the tyres are flat when i ride, similar to the way it feels when riding soft sand, but the tyre's are not flat. I checked the bolts and stuff around the front wheel, but this to seems in order. Any idea what the problem might be... Honda XR650L.
