YZ carb problem

Friend of mine with late 90's 2stroke YZ 250 has  had some trouble with carb after a engine rebuild- ok at idling and the first 1/4 throttle then sucks and splutters- if gradually done when stationary it seems be be able to rev up well. Looking at the pic there is a tiny bit of the emulsion tube/needle guide broken off- best words i can come up with.
2SDans  thoughts are to get another emulsion tube as the broken bits causing the disturbance in air/fuel flow
