Licensing a bike with no papers?

Saw a bargain (as they usually are) of a bike to buy, which was brought in privately when the owner relocated back from the UK, but no papers. How difficult is it to get this on the road, what are the procedures and who has the right contacts to do it if one can?

Also what is the going rate for bribes in licensing dept....?  :biggrin:
